This was released as an independent update. The release updater is also available from the Download center https://www.microsoft.com/en-us/download/details.aspx?id=41187  It is also a full installer available via the MDOP, RDS, and Hosting releases via MSDN or Global Volume sites.

SP3 primarily is:

• Support for Windows 8.1 and Server 2012 R2.

The Service pack identifies that hotfixes 1-3 (but not 4) from SP2 are included. Presumably any SP2 hotfixes released after this release date would be covered in a subsequent hotfix to this service pack.
